like obviously fair use uses are NOT inherently re·usable, so REUSE does not apply. however,
i realize that technically the way to signal “this file is under copyright, has no licence, and is distributed because the repository owner believes its inclusion is fair use” is to simply not be REUSE compliant, but it still feels bad
