i think they have a bunch of nebulous thoughts in their head about what they want their site to look like, which probably includes some variation of “no child porn”, but have absolutely no clue how to translate into policy and are kind of bumbling along on a basis of “rough consensus between members”
it's a lot easier to agree on “we're still working on this and if it were allowed these would be the tags” than “here are our hard policy guidelines about what we consider acceptable” so that's what they went with first
