@Satsuma it seems like that's often a secondary factor; like, the goal isn't mainly to appease the peasantry, but rather 1. to strengthen them as a source of taxes and 2. to weaken the large landowners who are more politically influential
also tbh at the point i'm at in reading about chinese history, it's rare for a new dynasty to follow the end of prior one instead of a centuries-long period in which there is no unified chinese state
