apparently the software i have been complaining about does work, and the documentation was just wrong
(to be clear it is on the remotes to enforce that; so remotes that don't know about MTA-STS can still use plaintext if they must (or if a MITM strips out the remote’s STARTTLS command))

maddy.email informed us that MTA-STS exists so now remotes trying to send us emails have a way to know that they Must use TLS now
(that is, i am subscribed to the mailing list, and have seen no complaints about the discrepancy between the documentation and the actual behaviour of the software)
the example in the documentation does not work and this release has been out for weeks. i am subscribed to the mailing list for this software. why am i the only person to apparently have even noticed??
