apparently the software i have been complaining about does work, and the documentation was just wrong

(to be clear it is on the remotes to enforce that; so remotes that don't know about MTA-STS can still use plaintext if they must (or if a MITM strips out the remote’s STARTTLS command))

maddy.email informed us that MTA-STS exists so now remotes trying to send us emails have a way to know that they Must use TLS now

(that is, i am subscribed to the mailing list, and have seen no complaints about the discrepancy between the documentation and the actual behaviour of the software)
