the word emerged from otaku culture to describe the feeling of strong affection towards anime characters, specifically the cute stuff. its often used to describe the kinds of slice-of-life anime i've seen referred to as "cute girls doing cute things" (people will call it "moe anime").

in this specific context it seems to be used more in a way that is synonymous with "kawaii"
