what compels someone to write "Eight out of 10"? is there a rule or something?
@bea I could imagine somebody's internal style guide being "single digit numbers are words, multi-digit numbers are numbers."

@bea *looks it up* "Numerals for 10 and above" is exactly what's in the AP style guide, so it's very common and taught widely, yeah. (I agree it's not the best choice, though, is it.)
