The choice isn't between institutions or individual power
The affinity groups you want to run the fediverse are just institutions with unwritten rules rather than written ones
If you want a big, but diffuse federation of small institutions with direct democracy, that avoid centralizing power as much as reasonably practical...I agree! You won't get there by pretending power doesn't exist
