@Thomas @lapis @Taweret @apLundell @coriander it's very possible without staircases, I've done it many times
1) upgrade your pickaxe as high as possible
2) make your character faster using spicy eel and triple espresso (you can purchase spicy espresso recipe from gus, it requires three coffees which you can also buy from gus). You can have effects stack from food and one drink, so only two consumable buffs at a time
3) make sure your luck is as high as possible, it makes staircases more likely to appear. Spicy eel improves luck, there is a permanent luck buff you can get if you give a rabbit's foot to the car to the right of joja mart, there are some rings which improve luck, and go mining on a day where the tv says the spirits are on your side
4) bring lots of bombs. You can buy them from the dwarf if you have money to burn. Or you can craft bombs while playing since rocks drop the resources you need to craft them
I can usually craft 2 or 3 staircases from the stone I naturally acquire while making a deep run which you can use to skip boss rooms
