To answer the question I'm pretty sure you meant to ask: no, if the 31st falls on a Sunday or Monday. In those cases, December has five Sundays and November has five Thursdays (because November starts on Wednesday or Thursday). So the first Thursday before the fifth Sunday before the New Year is always the last Thursday in November, but not always the fourth.
