Here's what I think: if a kickoff lands in the endzone, that's a toucback, start at the 25. But if the kickoff lands BEYOND the endzone, that should be a touchback plus (name pending), start at the 30.

@SportsGoblin easiest way to do this would just be to make having the kickoff not land in the field of play be a 5 yard penalty
@SportsGoblin however i think they don't do this because kickoff returns are the most injury-prone part of the sport and they want to discourage them
