mastodon makes it easy to browse instances you’ve suspended but hard to browse instances you might need to suspend. why?

@Lady it's very easy to list the instances you've already suspended but what would "instances you might need to suspend" even mean

@monorail well, the way i’m interpreting it is “instances which i have not taken a moderation action on or made an instance note for”

of course the concept of “instance note” is not something mastodon understands yet but it could at least give me the first bit
